The Philippine Health Research Ethics Board (PHREB) envisions the Commission on Higher Education (CHED), being one of the implementing agencies of the Philippine National Health Research System (PNHRS), as an institution which actively promotes and supports advocacies for protection of human participants in health research.

CHED, in assistance in facilitating the accreditation to PHREB of Research Ethics Review Committees (RERCs) of all Higher Education Institutions, issued a memorandum to all RERCs of universities and colleges. (please click here for a soft copy of the CHED Memo)
