eASIA 15th Call for Proposal for Health Research

The DOST-Philippine Council Health Research and Development is pleased to announce the opening of the eASIA 15th Call for Proposal for Health Research. 

For this 15th Call, the DOST-PCHRD will only fund proposals that will fall under the following eASIA research topic: 

Topic 2: Advanced Medical Research & Enabling Technologies

  • Ethical and regulatory implications of integration of rapidly emerging technologies in research and health care 
  • Development of policy and governance for emerging technologies in research and health care.

DOST/PCHRD will support a maximum of two (2) projects worth PhP 15,000,000 each for up to three (3) years

Eligibility 

The Lead Proponent of the Philippine Team must fulfill the following:

  • Be a Filipino citizen (subject to applicable laws).
  • Hold a permanent/plantilla position in their primary institution and not be due for retirement during the project implementation period.
  • Possess at least a Master’s Degree in a relevant field and have a proven research competence/track record.
  • Have no outstanding accountability with DOST or its funding agencies.
  • Not have been found guilty of any administrative or criminal case, including cases currently under appeal.

             The following entities may serve as Implementing Agencies:

  • Public and private universities and colleges
  • Research and Development Institutes (RDIs), including hospitals that conduct R&D
  • Government agencies and their instrumentalities
  • DOST-certified science foundations
  • Other public or private non-profit Science and Technology (S&T) institutions/organizations, provided they meet these criteria:
    • They are located and primarily operate in the Philippines for scientific, educational, service, or similar purposes in the public interest.
    • They possess proven competence.
    • Their proposed projects align with DOST/PCHRD priorities.
    • Note: Non-profit organizations engaged in lobbying activities are not eligible to apply.
Support 

Eligible costs

DOST/PCHRD will provide support for two (2) projects under this Call, with a maximum allocation of up to PhP 15,000,000.00 (approximately USD 255,000) per project for a duration not exceeding three (3) years. 

The budget request may cover full or partial costs for project implementation, encompassing both direct and indirect expenses across:

  • Personnel services
  • Maintenance and other operating expenses
  • Capital outlay (Note: This excludes the construction of new buildings and other types of major infrastructure).

Full details on the allowable expenses can be found in the DOST Grants-in-Aid Guidelines (https://dpmis.dost.gov.ph/index.php/transparency/downloads/category/6-dost-administrative-order) ). Budget request should follow DOST Form 4 (Line-Item-Budget). 

How to apply
  • The proponent must ensure, with their consortium collaborators, that the Common Application is submitted to the e-ASIA Secretariat on or before 17:00, 31 March 2026 (Thailand Standard Time, ICT, UTC+7). We encourage that proponent and consortium collaborators must be familiar with the  detailed requirements from the  main call through the e-ASIA website (https://www.the-easia.org/jrp/). 
  • For the Philippines, the following country-specific requirements should be submitted by the Filipino Lead Proponent online through the DOST Project Management Information System (DPMIS) (http://dpmis.dost.gov.ph/) between 17  December  2025  up until 17:00 (PhST, UTC+8) on 31 March 2026:
    • Project Proposal following the DOST Detailed Proposal Form (downloadable from the DOST DPMIS website) 
    • Work plan Schedule (Gantt Chart of Activities)
    • Proposed Line-Item Budget (DOST-GIA LIB Form)
    • Counterpart Funding of Implementing Agency (at least 15% of the requested budget for public institutions, 20% for private institutions)  
    • Curriculum Vitae of Proponent(s)
    • Duties and Responsibilities of each Project Personnel
    • Gender and Development Scoresheet 
    • For proposals with human subjects: 
      • Informed Consent Form
      • Case Report Form, if applicable
    •  Endorsement Letter from the Highest Level Agency Head addressed to:

DOST-PCHRD shall also require the proponent to submit the following documents before the start of project implementation:

  • Biosafety Clearance, if applicable
  • Animal research permit, if applicable
  • Bureau of Animal Industry Clearance, if applicable
  • Ethics Clearance (for studies involving human subjects)
Evaluation

Research grant proposals are approved following a multi-level review process:

 1. In-house Screening: Proposals are initially checked for:

    1. Alignment with research priorities and PCHRD call-specific requirements (e.g. budget cap).
    2. Absence of duplication with completed or ongoing DOST/PCHRD-funded projects.
    3. Completeness of both e-Asia and PCHRD-specific documentation.

2. Technical Review: External consultants (Technical Panel) evaluate and score the proposals based on the following criteria: 

Relevance & Sensitivity Alignment to national S&T priorities, strategic relevance to national development and sensitivity to the Philippine political context, culture, tradition and gender and development.
Technical/Scientific Merit Merit Sound scientific basis to generate new knowledge or apply existing knowledge in an innovative manner.
Financial Feasibility Financial viability of the undertaking with the proponent’s and institutional capacity to manage R&D funds vis-à-vis the proposed work plan and budget.
Proponent’s/Institutional Capacity Good track record or CV with proven competence to implement and complete the R&D program/project within the approved duration and budget.
Program Contribution Good track record or CV with proven competence to implement and complete the R&D program/project within the approved duration and budget.

3. Final approval of the submissions will be made by the PCHRD Governing Council or the PCHRD Executive Director, depending on the recommended total budgetary requirement of the proposal.

4. n each stage of the review process, the proponent may need to revise the proposal on the basis of the recommendations of the reviewers. The review process will take 40 working days, provided that all the requirements have been submitted.

Important Notes
  • Filipino researchers must comply with the prevailing DOST Grants-in-Aid Guidelines and all its amendments for application and funding.
  • Applicants are required to familiarize themselves with and adhere to the eligibility and documentary requirements stipulated in the Call Guidelines and DOST Grants-in-Aid Guidelines and its amendments. 
  • Applications must be submitted online exclusively through the DOST DPMIS website. Submissions via email or hardcopy will not be accepted.
